What Is an HRA?
A Health Reimbursement Arrangement (HRA) is an employer-funded benefit account that reimburses employees for eligible out-of-pocket medical expenses and, in some cases, individual health insurance premiums. Unlike FSAs and HSAs, only employers contribute to HRAs — employees never fund them.
HRAs are one of the most flexible tools in the benefits toolkit. Employers set the contribution amount, define eligible expenses, and control rollover rules. Eagles handles all the administration, compliance, and employee support.
HRA Plan Types We Administer
Eagles administers all major HRA types — from traditional group HRAs to the newest individual coverage models.
Traditional HRA
Paired with a group health plan, a traditional HRA reimburses employees for out-of-pocket medical expenses not covered by their primary insurance. Employers set the annual allowance and eligible expense list.
ICHRA (Individual Coverage HRA)
Allows employers of any size to reimburse employees tax-free for individual health insurance premiums and medical expenses. Employees shop for their own coverage on the individual market or exchange.
QSEHRA (Qualified Small Employer HRA)
Designed for employers with fewer than 50 full-time employees who do not offer a group health plan. Reimburses employees for individual premiums and qualified medical expenses up to IRS annual limits.
Limited Purpose HRA
Restricted to dental and vision expenses, allowing employees to also contribute to an HSA. Ideal for employers offering a high-deductible health plan who want to maximize employee tax savings.
